Vicky Gregg is the first woman to serve as EPB Board Chair. She’s a partner for Guidon Partners. Gregg is the former BlueCross BlueShield of Tennessee CEO and Humana Health Plans Regional CEO. Gregg serves on the boards of America’s Health Insurance Plans, BlueCross BlueShield Association and National Institute of Healthcare Management. She was appointed by Tennessee Governor Bill Haslam to the UT Board of Trustees and to the National Institutes of Health Commission on Systemic Interoperability by U.S. Senate Majority Leader Bill Frist. Gregg has received numerous awards including Modern Healthcare Top 25 Women in Healthcare, Health Ethics Fellow of the Trust, Vanderbilt School of Nursing Honorary Alumni Award, Business Tennessee's Most Powerful list and Tennessee Woman of Distinction.
John Foy

John Foy is Chairman, CEO and owner of Noon, LLC and Chairman of Noon Management. Foy served as Vice Chairman of the Board and Treasurer of CBL & Associates Properties. He also served as Director and Chief Financial Officer of CBL from the completion of its initial public offering. Foy served as Executive Vice President–Finance, Chief Financial Officer and Secretary at CBL as well as on the board executive committee. After retiring from CBL, Foy formed a group of companies specializing in business strategy and consulting, wealth management, capital investing, real estate development, restaurants, beverage businesses and healthcare. Foy is a member of the University of Chattanooga Foundation. He received his bachelor’s from Austin Peay and his doctorate from the University of Tennessee.
Jon Kinsey

Jon Kinsey is president of KPH. He previously served as treasurer for Johnston Southern, a holding company for Coca-Cola Bottling franchises that eventually merged with Coca-Cola Enterprise. In 1984, he co-founded Leonard Kinsey Company. He has served as co-developer on four convention hotels in Atlanta, Chattanooga, Memphis and Nashville. Kinsey served as Mayor of Chattanooga from 1997-2001. During his term, the city embarked on $150 million worth of new downtown projects. He serves on the boards of the Tennessee Aquarium, RiverCity Company, Baylor School, Siskin Hospital, United Way of Greater Chattanooga and is past chairman of the Chattanooga Area Convention & Visitors Bureau. Kinsey studied at Boston University and at Schiller College at the University of Heidelberg in Germany.
Mina Sartipi, PhD

Dr. Mina Sartipi is the Founding Director of the Center for Urban Informatics & Progress at UTC. Her research focuses on data-driven approaches to tackle real-world challenges in smart city applications. Sartipi has received the UTC Outstanding Faculty Research & Creative Achievement award, UC Foundation Professorship and the 2020 Smart 50 Award in Digital Transformation. She’s delivered keynotes to the U.S. Congressional Caucus on Smart Cities, Smart Cities Connect & National Transportation Training Directors. Sartipi serves on the Enterprise Center, Thrive Regional Partnership, Variable, Inc. & Muhuman boards. She received her B.S. in Electrical Engineering from Sharif University of Technology in Iran and her M.S. and Ph.D. degrees in Electrical & Computer Engineering from Georgia Tech.
Dr. Bryan Johnson

Bryan Johnson, Ed.D. is the Chief of Staff for U.S. Xpress Enterprises, Inc. He is also the former-superintendent of Hamilton County Schools. He’s received a number of awards including Education Week’s 2020 “Leaders to Learn From”, The National School Public Relations Association’s 2020 “Superintendents to Watch”, the 2020 Southeast Tennessee Superintendent of the Year and the 2021 Tennessee Superintendent of the Year. He was one of four finalists for The School Superintendents Association’s 2021 National Superintendent of the Year Award. Johnson attended Austin Peay where he majored in business administration and played football. He holds a master’s in teaching from Belmont and a doctorate in educational leadership from Trevecca.
